In November 2008, the Council of Australian Governments (COAG) approved a new Intergovernmental Agreement on Federal Financial Relations (IGA). The IGA contained a new method of payment – National Partnership (NP) payments – in order to fund specific projects and to facilitate and/or reward states and territories that implement important national reforms. PRs are designed to allow flexibility in achieving objectives while ensuring that all parties to the agreement are held accountable to the public for the achievement of the objectives, results and results set out in a NPP. In addition, PRs are limited in time and, therefore, all related performance reports are also limited in time.
